I have become more environmentally aware of the waste from space capitalism, because I can't stop fuckin drowning in trash and puddles
I once got a stack of steel and then some from the trash on the cargo shuttle alone using the material reclaimer

Some grid-distinction is definitely in order for this feature. I'd argue something like this:

The above seems reasonable to me and logical - whatever is not crew's responsibility to maintain starts in tip-top shape.

I think it makes sense if it's in space around grids. Space trash would "eventually" be attracted to nearest high-gravity objects. So this also could use some tweaking to not spawn in the middle-of-nowhere-space. Around grids is fine IMO.
BONUS: Add a rare random wreck grid that is a "ball of trash", simulating trash being attracted to each other via gravity and then attracting other trash due to being heavier and becoming a snowball of trash.
If you don't want a station to spawn with any variations added, you could add the component StationVariationHasRunComponent to the map prototype to suppress it. It's not it's intended use, has a misleading name if used like this, and would require touching some map yml files.
this shouldnt be happening anyway as these arent stations to my knowledge but ill look at it
having the fucking nukie shuttle and syndicate outpost and cargo shuttle and salvage shuttle trashed to hell is insane. also having lights out on these things is bad especially for antags roundstart, needs to be bound to station grid
