FTL time should be based on distance #25860

Map change flat amount (like 15s or something) + distance, like 1s every 100m or something. Also probably bump the distance.

Agreed in all cases except for evac.

Evac FTL time should stay dynamic depending on the game round situation the way it currently is. It being based off of some arbitrary distance to central command works against gameplay (unnecessary prolonging of round end or unfairly shortening the traitors' time to act on evac).
