Cyborgs can open the door to the console on the arrivals shuttle, as well as fully control said shuttle.

Reproduction

Late-join as a cyborg, preferably with spawn priority set to 'arrivals'.
Get onto the arrivals shuttle and open the door north of the shuttle that leads to the shuttle console.
Profit. You have full access, you can dock and undock, control and possibly even FTL manually.

i thought arrivals had piloting disabled component specifically to prevent this
