the Set Outfit verb is full of junk loadout outfits #27276

Description

The Debug> Set Outfit verb used to be filled with the default job outfits (as well as some others) and was useful for quickly staging mobs for players to use etc. Since the loadout update the menu is filled with loadout options, which is decidedly not very useful for staging mobs.

Reproduction

Spawn urist > attempt to use Debug > Set Outfit to turn them into a security officer > realize its faster to just do it manually.

Maybe it would be better to have a tag for an outfit to be included in the verb menu? Or a toggle to exclude loadout stuff and just see a set of defaults? I can see the utility if its helpful as is in testing loadouts.
