It deals 50 blunt damage a hit. That's not really okay.

what the fuck happened on lizard round 52857 then.... multiple people in the shift reported it existed at round start, and multiple people said it gibbed someone in four hits

Looks like a VV'ed version of the hammer from #21243? Looking at resources/maps/oasis.yml you can find this:

Looks like a VV'ed version of the hammer from #21243? Looking at resources/maps/oasis.yml you can find this:

I think you are right and it was tuned by an admin for that round. Oasis just has the normal sledge from that linked PR (which is about as scary as a fireaxe, a little less so).

it's not a bug with replays, people were dying left and right to the hammer during the shift and can similarly testify to the existence of it

No, I mean the hammer was VV'ed later into the round but the replay retroactively applies the VV'ed data onto the hammer, thus explaining that it was in the round from the first 3 seconds despite not being mapped in that state.
