Made more noticeable by sleepers though.
I had sleepers activate during a traitors round on train. And we started openly talking about TC and hey what do you need to steal in a hallway because there were more traitors than crew. Prolly more of an issue with events though, but yeah it was comical.

Issue 5 cannot be replicated, but it does prevent sleepers from showing on the round summary, so the traitor rule should only be added if there isn't an existing one

The announcement sound is not meant to play without the "BEEWOOP" of the blue alert sound. And intentionally has a 1s break at the start. It also says "security level elevated" which is not true
[x] It should run at max 1 or 2 times (#28160) It can run several times in a round and add way too many antags. Pretty sure traitors have a max.
[ ] It should have another roll in it AFTER it activates (#28321) We want it to sometimes be fake, this can alleviate a bit of metagameness, as you can't always be sure "Oh two new traitors added!!"

(Unconfirmed) Sleeper agents add the traitor gamerule. Thus making latejoins traitors/assigning em after 5 mins.This is potencially not desired behavior.
