Warden job should roll before security officer #28365

Description

Sometimes the round will start with no warden, dispite people having it set.

There have been times where I have both warden and secoff set to medium and when the round starts there is no warden. The game should always assign a warden before filling up security officer slots.

100%. It should be similar to command, filled before other roles.
