Janitor light woes #28403

1: The light replacer shouldn't just replace lights. It should follow ss13's implementation and also create lights from glass.

2: Why do we need INSULATED gloves to remove lightbulbs? Do you have any idea how hard it is to get a box of lightbulbs? I've been on 4 consecutive shifts, begging cargo and scouring maintenance and I simply can't get any.

I've seen that most maps tend to have had boxes of light bulbs added to various places like tool rooms, cargo, maintenance rooms, etc.

Autolathes also have the lightbulb recipe by default, so cargo should be able to just print you some if you need them.

I just want to check if this is still a significant issue.
