Blood packs stop healing mobs that need blood #28933

Description

https://github.com/space-wizards/space-station-14/pull/28844 have fixed issue where you need to start doafter every time someone no longer bleeds but there is similiar issue with bloodpacks... just opposite.

They heal 0.5 bloodloss, but nobody actually cares about that with exception of 195+ damage cases. What you really are after is 5% blood level restoration. If mob you treat have 0.5 bloodloss or less, you have to click EVERY SINGLE TIME, which can happen A LOT when you want to treat someone or something that died before bleeding mattered.

Reproduction

  1. Kill something.
  2. Drain it of blood if it did not bleed a lot yet.
  3. Try to treat it with bloodpacks.

ah? that's an interesting bug, I know how to fix it but I'm not sure if I should touch it because newmed is coming or if I should just fix it anyways.....

Id honestly say fix, since not sure just how close it actually is.
