Noticeboards have mismatched states #29371

Description

When there is no paper on the noticeboard, it looks like there is one. When there is one paper on the noticeboard, it looks like there is two. This likely is a repeating pattern with the rest of the states.

I'm not able to reproduce this on a local test server. Does this still happen with any consistency?
