Description

When you drop your ninja katana or put it in your belt the order of your actions gets messed up by the teleport action being sent to the end of the bar.

Reproduction

Become ninja
Move teleport action to slot 2
Hold sword
Action gets moved to the end of the line
Move teleport action to slot 2 again
Put sword in belt slot
Action gets moved to the end of the line again

imo actions need reworked to not move on their own at all, it's so annoying having to rearrange your actions bar every time you unequip internals or drop your flashlight/PDA etc
