Pneumatic valve can bypass pressure limits #29548

Description

If the control line of a pneumatic pump is over 4500kpa it will move all gas from the input into the output and back and forth.

Reproduction

  1. Make a pneumatic pump, put over 4500kpa gas (5000/9000kpa) in the control line.
  2. Put a pump into the input and a pipe for output.
  3. Enjoy.

Additional context Somewhat old issue at this point, (month or so) so might not be a issue related to any recent changes.

I've seen it happen with pumps as well... or, well, I was using filters but just using them as pumps.

this is just speedup and is unrelated

pretty sure radiators had essentially the same exact issue, which i fixed
