Fix problems with slimes, dionas and vox being nukies #29722

Description

The mentioned species all have issues with them that make them really bad for playing nuclear operatives as. As a result I implemented a generic antag whitelist for species and applied it to nukies excluding the problematic species in this PR: #29716. During the discussion we came up with the following list of suggestions for now:

General

Diona

Slime

Vox

The Diona magboots thing is... basically just solved by just giving them a shoe slot and removing that downside to Dionas in general

Is that acceptable?

I don’t think dionae should wear shoes, it’s an interesting downside which can be abused in fun ways (slambamactionman arrested me with a glass shard once) So I’d like to bring up this way of giving them a magboot like effect https://discord.com/channels/310555209753690112/1185987572829274113/1186294203823702026 summary: Let dionae ‘root’ themselfs to the ground giving them a mag boot like effect, BUT with the cons of that you then walk slower than normal magboots and metabolize whatever they walk over

I already have a PR for the foot metabolism thing, wouldn't take me long to give it magboot effect, but is that an acceptable solution to this problem? Giving all Dionas no-slips by default?

Well it’s not default noslips, they would be worse magboots. magboots of which, are roundstart for engineers, and very easy for science to produce

Should spawn with the harness on them

Nukies spawn with armor on. Only the reinforcements need harnesses.

Warn players when they pick a species that is worse or more difficult to play

What are classified as harder to play other than Vox? Diona if they keep their no-shoes downside?

Slimes are the worst species for most combat scenarios if you ignore dionas no shoes thing. All vox need to do is pack a extra nitrogen tank while slimes take more damage from both bullets and knives.

Nukies spawn with armor on. Only the reinforcements need harnesses.

I think the harness mentioned is a vox specific thing?

They have a much higher passive healing rate and threshold compared to every other race plus a couple of passive damage resistances to other categories. If you wanna say slimes are hard for that reason then Moths would be a lot higher on the list. They have one advantage that nukies cannot use effectively for a 30% increase in the 2nd most used damage type from the crew.

Passive healing doesn't matter if you take 60 damage way faster from a gun and their only useful resistance is the 40 percent blunt which is arguable the least used physical damage type for syndies and sec besides northstars and holos

They still have multiple usable benefits though compared to the one Moths have having no use as a nukie. Talking strictly about nukies, who take a lot of laser shots, Moths with 30% and no tactical buff in combat would be worse. I'm not saying taking extra pierce is not bad, I'm saying that compared to the other races slimes are not largely worse or more difficult to play. I did not even mention that they get an extra 3x2 inventory slot they can stuff spare mags and equipment in.
