Electrical Anomaly and Grounding Rod #30538

Description

electrical anomaly appears to have 2 effects, one is small aoe zap, it stuns living, then there's a big ZAP, only the big ZAP is subject to Grounding rod, i would like to see grounding rods protect people near by from the small aoe zap.

iirc they're different types of zaps. The grounding rods only effect lightning, not the stun zaps.

i would like both to be preventable, so in theory one could be allowed to exist while its in a hallway or the like. using cooperation with engineering of course, grounding rods, interconnecting departments is neat.
