Antag eligibility for roles need to be better communicated. #30678

Description

There is no in-game information about whether a "learning role" can become an antagonist in the game. There should be proper communication about these things so players can make a well informed decision on what they want to que up as.

One is a mechanical way for antags to be categorized. @Errant-4 was talking about doing this, so I'll let them explain more, but my understanding is it would allow different roles to have the different antag-levels stored somewhere sensible on them. i.e. Team Antag, Solo Antag, Free Agent, etc.

Antag eligibility cannot be confidently determined based on just the antag "type" - for example Nukies and Head Revs are both Team Antagonist, yet only Nukies are available to Sec and Command
