Tech anomaly bugs

• [x] It uses a return in the loop and multiple tech anomalies break one another.
• [x] The timer has rounding problems and eats the remainder every time.
• [ ] It's using the obsolete lookup versions and allocating out the ass.

it can link things to themselves. this causes an incredibly loud noise if it happens to doors.

Here to reiterate veritius's comment - causes lights to strobe extremely fast also.

1. Not necessarily to itself, but in loops that constantly trigger eachother.
2. It's not fixed.
