Hotbar actions can't be dragged to remove/rearrange #32462

Description

For some reason I was unable to rearrange my hotbar actions, they would only get pressed instead, I asked others and they said they have the same bug. Reconnecting did not help.

Reproduction Uh, just drag actions?

I wasn't able to drag actions from action menu on hotbar as borg, so deleting any action becomes permanent till /ghost if it can't be reapplied to hotbar by other means(like dropping then picking up oxygen tank).
