Description

Action bar cannot be re-ordered. Actions cannot be added from action panel.

Reproduction Try to re-order action bar. You cannot click and hold, only click, resulting in using action instead of dragging.

Additional context

Happening in default & separated.
You can still remove actions with right-click.
Actions reset when rejoining or switching HUD layout
Does not appear to matter how you join. On start, late-join, ghost roles from observe, all affected.
Had this for a few days now. Others report same issue.
