Description

Most hairstyles clip through hats in a way that looks non-intentional.

Somewhat addressed by https://github.com/space-wizards/space-station-14/pull/6985 however, that hides all hair. That doesn't seem to be what this issue really needs, which is some sort of hat-mask.
