Make radiation storm tile-based #4551

Rough idea: Some tiles have lead content that helps absorb rads (keeps you safe during rad storm, and helps absorb ambient radiation in engineering from certain engine types in the future)

Lead walls can also be implemented, but they're out of scope for radiation storms in particular.

imho the current one isn't totally worthless... but the pulse location selection absolutely is. If we could make it less likely to spawn large pulses in the denser portions of the station, that'd go a long way toward making it less of an absolute shitshow.

Caveat ...not that this option makes any sense on a single-layer/flat station, either, since the station would likely have roughly uniform radiation shielding.

Bringing attention to this again. Painting areas on maps is a solid option I feel to avoid metaing it by placing techmaint. Similar to atmos markers.
