Implement CargoConsole permissions UI #552

Implement the permissions menu for the Cargo Console.

Needs some discussion on what parts to keep or remove.

This is an old issue, commenting to make the status clearer.

As of df28abb47be1891cbd1ba46f0fb9e4d730ca16b8, the Cargo Console is two consoles, a Shuttle Console and a Request Console. The Request Console still does not have a permissions menu. I don’t think anyone really proposed a design for this, I suppose there is a need for it. Otherwise, the Quartermaster/Logistics Officer ends up being the linchpin of the whole department and babysits the GUI.
