Changelog should only say "New!" if there actually is new content #7817

Description

Whenether I connect into SS14 server, changelog screams about new content despite there being none since the last time I've logged out, and it's frustrating how many times it already bamboozled me into thinking that there were new changes when I was away. Screenshots

Shouldn't be a problem

That tends to happen when there is a formatting issue in the changelog and it cuts off the new stuff.

everytime I open SS14 it says changelog (New!) no matter what.
