(Once we have evac shuttle) don't allow it to be called when shuttle is called.
Don't allow it to be called in the first n (15?) minutes (probably after the first minute or two in case of issue / accidental roundstart).
Limit how many times one person can request it, e.g. once per round.
Don't allow someone to call it within 5 minutes of them dying.

How much of this should be controlled by cvars and how much should be hardcoded?
