Description checkbox limits string search scope for orgs

This feature defines the most basic function of the description checkbox in org search.

Anyone can find orgs searching by name only using the site search box:

• [ ] Searching for string "base", returns only the people and organizations with the substring "base" in the name. Orgs with the substring "base" in their description field only (such as the 2018 NZ Space Challenge) are NOT returned in the results list.

Anyone can find orgs searching by name and description using the site search box:

• [ ] Searching for string "base" with Description_Search:checked, returns the people and organizations with the substring "base" in their name or description. Orgs with the substring "base" in their description field only (such as the 2018 NZ Space Challenge) are returned in the results list.
