315 Remove physical address for new user signup

When signing up as a new site member of spacebase.co, we should not ask for a physical address.

Right now it is required on signup.

A users street address is private information that we never want to store.

Related issue: At some point in the future, we would like users to be able to enter their city/state/country in their profile, but not their street address. Right now it appears that we allow users to enter street address in their profile. We should disable street address entry site-wide for People. For organizations it is fine to have street address in there.

I've had a look and we can fix this with just config. I'll include the change in the next branch to be merged to avoid branch bloat.field.field.user.user.field_home_location_user.yml
