Resources Can Not be Seen by Public (Non Members)

We managed to add all the Resources link to the Challenge Project today however I just found out that non-members can't see them. While Discussions are public, the Resources can't be seen. Can we fix this ASAP? Noting that only incubator teams will be members in May so the public can't join to see the resources the way it is set up right now.

This is the last step before we can share the link for Friday.

I have updated the permissions that are associated with the plugin which was re-installed earlier this evening to allow all users (anonymous and authenticated) to view the external resources associated with a project.

The change has been made on the live and dev environments, and the config updated in code (branch "312-projects-fixes", so it will not be lost.
