A project owner can make a discussion thread permanently private to project members

• A project owner, and only a project owner, can make a discussion thread private to project group members only.
• A project owner cannot make a discussion thread public once it has been made private.

This relies on the existing functionality:

Only a project member can participate in a project discussion thread.

A "project owner" is the user who originally created the project group, but there is no role called "project owner". The actions available to a project owner are dictated by the permissions given to the project role "Admin", and this role can be given to any other member of the project if required.

Therefore this issue should really talk in terms of what "project admins" can do.
