Project owners can make resources private

• A project owner, and only a project owner, can make an individual resource private to project members.
• A project owner can make a project resource public again after making it private.

Only a project owner can make or edit project resources and modify their attributes.

A "project owner" is the user who originally created the project group, but there is no role called "project owner". The actions available to a project owner are dictated by the permissions given to the project role "Admin", and this role can be given to any other member of the project if required.

Therefore this issue should really talk in terms of what "project admins" can do.

For all internal developer-facing issues, we will use Project Admin.

For web copy, user-facing documentation, internal business documentation and internal discussion we will continue to use Project Owner.
