Bug - short toolbar missing on dev #350

Emeline (Editor role) is using the shortcut bar and toolbar to create content and projects. This is working fine on master, but dev only admins can see this menu, editor can't. Permissions look the same, we'll have to work out what's going on before deploying.

so it will probably go away, dropping bug priority.
