They are both going to the same path "/group/add/project_group". Is the form behaving differently for you when you go to that path on dev?

When I click, it goes to that layout asking about roles and URL instead of the project form.

Are you part way through creating a test project from before? Try submitting that form and see if it takes you to a test project. I can create a test project without any problems.
