redpower array not working inside chunkloader chunks

What steps will reproduce the problem?
1.place a redpower timer set to a cobble factory
2.leave area and timer stops working even thou chunk is loaded
3.

What is the expected output? What do you see instead?

it keeps running.  it stops
What version are you using?
rev 31

i forgot 2 is supposed to be three and 2 is place chunkloader block
