Master Frequency for Teleport Pipes

Please provide a description of the requested feature:

Any teleport pipes sending items/liquid/power on freq. 0 for exanple would 
transmit what it is teleporting to all possible pipes that can receive the 
appripriate medium. also, the same would be true for receiving, so any pipe 
receiving on freq. 0 would receive items/liquid/power from all frequencies

What pipe would this effect? (New for new)

Existing Teleport pipe (all types)

Please provide any additional information below.

this would be useful in systems thtat require constant power, for example IC2 
setups with bucket fillers, or refineries if you have an excessive amount of 
oil, like me :D

Please provide any screenshots you feel would help demonstrate this
feature.
