Feature: Redstone Pipe

Please provide a description of the requested feature:
It appears as if eloraam is going her own way with tubes in RedPower mod and 
may not update this pipe for BC2 that I find very useful (maybe she will?).

What pipe would this effect? (New for new)

I've already talked to her about this, she plans on updating it when she gets 
the time and does not want to give it up

She changed her mind and told me to create this pipe. it's in the dev builds, 
you need to install the dev build patch as well for this until BC 2.2.3
