Tap pipe - allowing liquids to reenter the environment #41

The tap pipe would allow liquids (water,oil,lava) to go from pipes back into 
the environment, bypassing the normal: pipe -> tank -> bucket -> environment 
chain of events.

I feel this would be particularly useful in relieving stress on engines 
powering pumps, as currently if an engine is trying to pump liquids into a full 
inventory (refinery, tank etc) then the engine will eventually overheat.

Adding a tap pipe would allow the stagnant liquid, trapped between the pump and 
the full inventory, to reenter the environment, therefore ensuring the pumping 
engine always has work to do and will never overheat.

This would remove the need to keep checking overheating prone engines and 
switch them off before they explode, without the effort of constructing long 
chains of repeaters to control the engines on and off cycles.
