Task Conduct a trade study for down-selecting a systems engineering platform

Description This is a "meta-task" that entails collectively identifying criteria, assigning weights, and estimating probabilities for down-selecting a systems engineering platform that would best suit the Coral mission, and Space Decentral missions in general.
