Thanks @capsulecorplab , this is a great start. However, there is nothing on there that can minimize off-topic comments or conversation. Did we create the conduct email?

Still working on creating the conduct email, so don't merge just yet. Open to ideas/suggestions on mitigating off-topic discussions, but I'll leave that outside the scope of the code of conduct, i.e., up to the discretion of the moderator(s) / repo maintainer(s) for now.

I like this and both of your points about off-topic discussions. Maybe just redirect it all to the Riot?
