Create GOVERNANCE.md #58

This issue is for discussion and formulation of a governance structure for the Coral project.

May perhaps consider adopting GOVERNANCE.md used for the NodeJS project.

I see this being closely linked to this month's discussion topics as well as task #52 . Thanks for linking NodeJS' GOVERNANCE.md as a good reference. I don't foresee any debate over whether or not to have some equivalent. I'll keep an eye on this task especially after tomorrow's call.
