[ENG-1821] Fix build failing due to new schema validation in @tauri-apps/cli #2599

A recent update to @tauri-apps/cli changed the schema for tauri.conf, which is breaking our builds. This PR downgrades @tauri-apps/cli to the latest working version: 2.0.0-beta.20
