Templates/Projects: Update the outputjob files according with the new standard #15

Current template for 4 layers considers 3 signal layers and 1 internal plane, it might be useful to configure the outjob file for the scenario of using 4 layer signals such as the case with the EPS module. If the outjob file can be used for both cases it will help future projects. @andrempmattos
