added resources for saved filter handling

Description of the change

Added resource and datasource for handling of spacelift saved filter, E.g. to be able to add predefined filters for different teams

@mplushnikov thanks for the contribution, we'll try to merge it asap. thought we'll need to open another PR for it once again.

@mplushnikov I've created a new PR with Your changes. Secrets don't work with forks, so we can't test them properly.

Your changes (from both PRs - this and here) will be merged soon; we're just adjusting to recent changes and reviewing code.
