Reduce footprint of Card Hotbar when empty #14

The card hotbar has a large area that can interfere with mouse and drag events that isn't needed. Need to find a solution to trim this down when it is not full, while still allowing Zeel's awesome card compression CSS when it is:

Should be fixed in 1.4.3, including when collapsed.
