Description

as described in https://community.spacemesh.io/t/early-base-gets-the-weight/343

it was decided on March 27 research meeting that we should implement this for genesis before the 1st ballot appear in the network.

last time Tal said that he works on it, and it will be complex in scope. i will unassign myself until futher updates

more issues were found (see https://community.spacemesh.io/t/early-base-gets-the-weight/343) and need further update from research.

removing this from genesis.
