Third party testing #245

We want to work with an experienced third party security firm to audit and test critical bits of infrastructure such as code paths that touch user keys. In scope for initial work: smapp, spacemesh-sdk, smcli.

Target date to start initial engagement: 2023/06/26 Target date to finish initial engagement: 2023/07/17

I've had calls with several firms and received several proposals. Expecting to finalize this and begin the engagement shortly.
