Arguments in favor of NOT doing maturation: reorgs should be less likely (than in ETH or BTC), they should be less dire (since we're not UTXO-based), this is relatively easy to add later

There is a SMIP but still a few open questions involving: layer vs. epoch smoothing, base fees/miner incentive fees, fee maturation, sorting transactions, transaction receipts.

layer smoothing maturation: see above base fees/incentive fees: not in genesis fallback plan
