OpenCL initialization integration #131

Part of #130

This integrates the OpenCL backend for initalization into the post repository. gpu-post has not been removed, but code using it has been altered to use the new post-rs API.

⚠️ Before merging this PR: merge https://github.com/spacemeshos/post-rs/pull/35 and release a new version of post-rs including the changes.
