Finalize smeshers rewards scheme #8

Does the current testnet implemented rewards scheme satisfactory for 0.2 and beyond or do we need to design something better? Specifically:

Penalty % for below min txs per block?
What is the reward payout layer?
Do we need to adjust reward based on uniqueness of blocks per layer? if yes - what's the formula?
