Check dynamically tx amount+cost VS available balance #54

For my self-spawn tx, the cost was 100432 Smidge while I had only 12345 Smidge on my account. The tx was not stopped by app but got stuck in the mempool for more than 1 hour, probably will be way more.

I also have another incoming TX stuck in the mempool. I tried to send more smidges to this account to be able to spawn it successfully. But it's stuck. I will check in the morning the status of these txs.

NJ confirmed it was allowed technically to mempool the txs, but a warning modal would be great to have in such cases.
