Removes the distinction between the Runtime trait and DefaultRuntime.
RuntimeTracker is now generic over T, for use with other FFI-related types in the future.
New C API function definitions to support the new features required by go-svm.

@moshababo Completing svm-rewind in go-spacemesh right now to merge it as soon as possible. This PR follows after I'm done with that.
