New funcs:

GetSecurityLevel() int
- mapped to SSL_get_security_level
- https://www.openssl.org/docs/ssl/SSL_get_security_level.html
SetSecurityLevel(level int)
- mapped to SSL_set_security_level
- https://www.openssl.org/docs/ssl/SSL_set_security_level.html
