Periphery

[x] Design, develop, test and deploy periphery contract for getting NAV. (12hrs)

Completed development of Periphery contracts. Still needs further testing and perhaps additional features to signal whether a foundPrice for a given asset is trust worthy or not. Maybe useful for a 2nd iteration.
